Maciej specialises in telecommunications law and personal data protection law, with a particular focus on subscriber and inter-operator agreements, regulation of the telecommunications market, telecommunications secrecy and subsidies for the construction of telecommunications networks (Program Operacyjny Polska Cyfrowa, POPC).

Since 2019 he has been very actively involved in the implementation of the European Electronic Communications Code (EKŁE). In this regard, he prepared several hundred comments on subsequent versions of draft electronic communications law (PKE), arranged a series of meetings of market representatives with regulators and administrative authorities, conducted training courses and workshops on this matter for public authorities and the largest operators in Poland, and was a co-author of EECC reports, i.e. regarding OTT regulations and regulatory exemptions related to co-investments. Maciej advises operators on subscriber issues, represents them in regulatory proceedings and court disputes, and has extensive experience in handling POPC projects (he has advised on the implementation of more than a dozen projects from all I.1 axis auctions).

In 2018 he became a member of the Working Group for Personal Data Protection established by the Ministry of Digitalisation. In the legislative work on electronic communications law, he authored comments, among others regarding subscriber issues, telecommunications access, universal service, telecommunications confidentiality and subscriber data processing.
