Partner. Expert in electronic communications law with unique regulatory and legislative experience in this area.
He joined the Firm’s team in January 2023. Previously, he was director of the Telecommunications Department at the Ministry of Digitalisation. One of his main tasks at the Chancellery of the Prime Minister was the preparation of a draft law implementing the European Electronic Communications Code in Poland – the Electronic Communications Law.
He was also closely involved in the ePrivacy Regulation and new regulations removing investment barriers in telecommunications. He also worked on programmes to support the industry with EU funds (KPO, FERC).
Previously, he worked, among others, at the Office of Electronic Communications, where he was responsible, among other things, for the regulation of the wholesale market. He was involved, among other things, in the settlement of inter-operator disputes and the development of reference offers from operators with significant market power.
He has worked for leading TMT law firms in Poland, where he provided legal services to companies that are leaders in the telecommunications sector in Poland and prepared organisations for the application of new Polish and EU regulations (e.g. RODO).
